特別規定SP A46 について言及します。SP A46 全文は次のとおり。『本規則書の制約を受けない個体の混合物及び引火性の液体は、区分4.1の分類規定に当てはまるかの査定をせずに、本項目で輸送して差し支えない。但し、物質が包装される際に自由な液体が目視されないこと、また、単一容器においては、容器は包装等級 II 段階の防漏試験に合格していること。小さい内装容器で密閉された小型包装物 (packet)、もしくは10mL以下のPG II もしくは PG III の引火性液体が固形物質に吸収されていれば、本規則書の適用を受けない。但し、自由な液体が小型包装物 (packet) もしくは物件に目視されてはならない。』

“SP A46 - Mixtures of solids which are not subject to these Regulations and flammable liquids may be transported under this entry without first applying the classification criteria of Division 4.1, providing there is no free liquid visible at the time the substance is packaged and for single packagings the packaging must pass a leak proofness test at the Packing Group II level. Small inner packagings consisting of sealed packets or articles containing less than 10 mL of a Packing Group II or III flammable liquid absorbed into a solid material are not subject to these Regulations provided there is no free liquid in the packet or article.”

シッパーはアルコール消毒布 (Alcohol Wipes) に特別規定 SP A46の後段が当てはまると主張し、適用除外物としての輸送を主張しています。私は否定的で、50枚のAlcohol Wipe が一つの袋に収納されていて、SP A46が規定しているように密閉されたpacketに一つづつ包装されていないので、SP A46は適用しないと思います。従って、この貨物は UN 3175 Solids containing flammable liquids, n.o.s. と申告すべきと判断します。また、包装基準 PI Y963を満たすなら ID 8000 として申告する方法もあります。 (2020.5.31)
