According to the definition, ?gPackaging (Non-Radioactive Material) is one or more receptacles and any other components or materials necessary for the receptacles to perform their containment and other safety functions and to ensure compliance with the minimum packing requirements of these regulations.?h Therefore. ?gpackaging?h includes inner packagings, cushioning material, absorbent material, sealing tapes, and outer packagings.

The external surfaces of outer packagings, even though it does not come in contact with the dangerous goods, May be contaminated. The term ?gempty packagings?h therefore includes all the components of the packaging material.
