Packages prepared prior to 31 Dec 2010 are granted a transition period and are allowed to be shipped until 31 Mar h 2011, however there is no means to verify that the packages were actually completed prior to 31 Dec 2010. Would it be practical to accept 51st Edition packaging material on hand until 31 Mar h 2011 regarding such to be equivalent to ?gprepared prior to 31 Dec 2010?h? (31 Jan 11)

For packages completed prior to 31 Dec 2010, a transition period until 31 Mar h 2011 is granted to the shippers to alleviate their problems as if the new regulation was strictly enforced, the shippers would have to bear unnecessary burden. Since the quality of 2010 Edition Packing Instructions and that of the 2011 Edition Packing Instructions are the same, this transition period based on good will was granted. Therefore, this grace period does not apply to packages made in 2011.

Shipping dangerous goods is based on good will and mutual trust, therefore, all packages prepared after 1 Jan ary 2011 must use the 2011 Edition DGR. For such shipments prepared prior to 31 Dec 2010, the DGD must be made with the old PI number. For LTD QTY, the package must not bear the Letter Y in the diamond shaped Mar ing but the old LTD QTY inscription must be applied. The Authorization column of the DGD must show the words LTD QTY. Everything stems from good will and mutual trust. It is expected that there would not be too many packages that have been prepared prior to 31 Dec 2010.
