(Are passengers allowed to carry medical oxygen cylinders as carry-on baggage on a US bound flight?)

Are passengers allowed to carry medical oxygen into the cabin as baggage on a US bound flight? Many airlines are suggesting the use of airline owned bottles instead of allowing passengers to carry their own. I cannot find any reference in discouraging the carriage of medical oxygen by a passenger in DGR 2.3.4.1 nor in USG-15.  (31 Jan 11)

When all the conditions mentioned in DGR 2.3.4.1 and its associated Note are satisfied, passengers are permitted to carry their own oxygen bottles into the cabin. However, airlines whose code appear at the caption of DGR 2.3.4.1 have filed variations where they refuse to accept passenger owned oxygen bottles. In reference to US routes, as long as the passenger satisfies USG-15?i49CFR 175.501(a)?j, carriage of passenger owned oxygen bottles are permitted as carry-on baggage, however, their use inside the cabin is not allowed.
