Apparatus is an article without any rotating or moving components.

Machinery is an article with rotating or moving components. It must be noted that UN 3363 only applies to machinery or apparatus containing dangerous goods as residue or as integral elements of the machinery or apparatus. It must not be used for machinery and apparatus for which a proper shipping name already exists in the List of Dangerous Goods. Refer SP A107.
