According to ICAO, a passenger baggage are: 1) Articles, effects and other personal property of a passenger as are necessary or appropriate for wear, use, comfort or convenience in connection with his trip. Unless otherwise specified, it includes both checked and unchecked baggage of the passenger (IATA RP 1008 and 1724). 2) Personal property of passengers or crew carried on an aircraft by agreement with the operator (ICAO Annex 9).
