(Dangerous goods in Excepted Quantities)

DGR 2.7.8.10 for Dangerous Goods in Excepted Quantities reads: ?gOverpacks May be used and May also contain packages of dangerous goods or goods not subject to these Regulations provided that there are no packages enclosing different substances which might react dangerously with each other?h. Please explain what does this mean? (30 Nov 03)
A.
The sentence ?gwhich might react dangerously with each other?h means that the different substances enclosed together in the overpack will not result to a situation such as those explained in DGR 2.7.8.6. This provision is same with dangerous goods in ordinary quantities as spelled out in DGR 5.0.2.11 (a) and (b). It will be difficult for an airline, forwarder or cargo agent to determine the probability of such chemical reaction. The shipper (or manufacturer) is in a better position to determine which are safe and which are unsafe to be packed or overpacked together.
