（How can we return defective UN 3356 Chemical Oxygen Generator for exchange?）

We imported UN 3356 Chemical Oxygen Generator from the States, but it was defective and unusable. We want to return it for exchange for a serviceable one but Special Provision A111 states that Oxygen generators, chemical, which have passed their expiration date, are unserviceable or which have been used are forbidden for transport. How can we return this unserviceable unit to the vendor for replacement (31 Jul 11)

As stated in SP A111, those that have passed their expiration date, or unserviceable, or had been used are forbidden for transport.
You have not indicated what are wrong with the chemical oxygen generators that you had received, but ?gunserviceable?h simply means generators which does not function and cannot be used.. You should contact the supplier and question how to return the unserviceable units for replacement.
