(Loading of CAO labelled Overpacks)

For instance, a shipper has 4 CAO drums. He overpacks the 4 CAO drums on a skid in a square form. All labels are visible from each side, and the drums are easily accessible. It satisfies DGR 5.0.1.5.3 (b). When loading these 4 CAO Drums intact as they are placed on a skid onto an airborne pallet, you cannot satisfy DGR 9.3.4 as you can only see the labels on 2 drums facing the catwalk. Is it correct to reject this overpack at time of acceptance even though it satisfies DGR 5.0.1.5.3 (b)?  (2 Apr 04)

Yes, this CAO overpack will have to be rejected at acceptance since it cannot be loaded per DGR 9.3.4. If the airline dismantles the skid, the actual goods and the Dec aration will not match. The shipper will either have to place the 4 drums in a line on a long skid or tender them as loose CAO packages with the Dec aration remade to show loose pieces.
