A new chapter 1.6 Security Plan has been inserted in the 46th Edition. Kindly explain what this is all about. (27 Feb 05)
A.
The new Subsection 1.6 addresses the security responsibilities of operators, shippers and others involved in the transport of dangerous goods aboard aircraft. Since 9/11, it is of grave importance to guard dangerous goods against potential misuse by terrorists. It is therefore necessary that precautionary security measures be established to accomplish this purpose.

The ?ghigh consequence dangerous goods?h enumerated in 1.6.3.3 are highlighted and it is urged that security plans be established and maintained. DGR 1.6.1.1 states ?gAll persons engaged in the transport of dangerous goods should consider security requirements for the dangerous goods commensurate with their responsibilities.?h but the newly added State Variation USG-17 spells out that ?gShippers and operators must comply with the security requirements as prescribed in Part 172,subpart 1 (49 CFR 172.800 - 172.804 & Appendix A), as applicable (see Subsection 1.6)?h making it mandatory when shipments are to/from/through and/or within US and when a US carrier is involved.
