(Handling of Vehicles containing no dangerous goods.)
Q.
Electric vehicles (batteries installed) is classified as UN3171, but what UN number will apply for vehicles without batteries or even without engines. UN3171 applies for battery powered vehicles and battery powered equipment where the power source is all types of batteries installed. If no batteries are installed and no features as engines are installed, we feel the vehicle or equipment has no hazardous features. Kindly verify whether our understanding is correct.  (30 Apr 23)

Even if the shipment is shaped like a vehicle, but with no power source are installed, e.g. fuel or batteries, that shipment is not dangerous goods. It can be shipped as “Not Restricted”non-hazardous material. However, due to pressure differential, tyres need to be deflated. It is adviseable to note on the AWB as “No dangerous goods are contained in shipment.” and an additional note “Tyres have been deflated”.
