(Interpretation of DGR 7.1.4.6 and DGR 7.1.4.1 (c).)
Q.
DGR 7.1.4.6 All Packed in One reads as follows; When two or more different DG are packed within the same outer packaging, the package must be marked as required for each substance.

Question (a); How do you interpret this provision? Does it also include the Net Quantity mark?

Question (b); if the APIO is just one package in the consignment, does the individual Net Quantityof each substance therein be marked on the package?

DGR 7.1.4.1 (c) states; The Net Quantity marking does not apply to consignments of only one package with dangerous goods contents.

A.
If you read 7.1.4.1 (c) first, and then read 7.1.4.6, you will be able to understand the rules in proper order.

So, first read 7.1.4.1 (c) which is the fundamental rule: The NET QUANTITY of DG contained in each package must be shown adjacent to the UN number and PSN, except for 1) consignments of only one package of DG, and 2) consignments of multiple packages with identical DG contents (e.g. each package with same UN number, same PSN, same packing group and quantity.)

Note: The quantities of 1) and 2) are obvious if you check the Declaration.

This is the fundamental rule.

Now, you need to mark the Quantitywhen you are packing different dangerous goods in one package (e.g. APIO) which is confirmed in 7.1.4.6. DGR 7.1.4.6 clearly specifies as; when two or more different DG are packed within the same outer packaging, the package must be marked as required for each substance, e.g. UN number, PSN and Quantity. This is an exception.

Trust the aboe will clarify your confusion.
