(Can UN 1A1 packaging be used for transporting solids?)
Q.
The second bullet hole of DGR 6.0.4.2.1 (e) states “for packagings intended to contain solids or inner packagings, (they must be indicated with) the letter “S”. We question whether there is such a UN 1A1 Steel drum carrying an “S” mark. 1A1 is a closed drum which are commonly used for transporting liquid substances.

Would such a Steel Drum be available in the market to accommodate carriage of liquid substances that would transform itself into solid state during transportation? Would UN 1A1 Steel drum with a “S” mark exist in the market?  (31 Jul 21)
A.
According to Table 5.0.C List of UN Specification Packagings, 1A1 is a Non-removable head steel drum. Detailed specification is written in 6.2.1 Steel Drums. In 6.2.1.6 it says: “Openings for filling, emptying and venting in the bodies or heads of non-remvable head (1A1) drums must not exceed 7 cm in diameter. Drums with larger openings are considered to be of the removable head type (1A2).

With the foregoing in mind, we read 6.0.4.2.1 (e) in question.

The first bullet hole reads: “for single packaging intended to contain liquids, the hydraulic test pressure which the packaging was shown to withstand, in kPa rounded down to the nearest 10 kPa.”

The second bullet hole reads: “for packagings intended to contain solids or inner packagings, the letter “S” .

Judging from the foregoing, although there may be such a liquid substance that may transform itself into solid state during transportation, since 1A1 can have a 7 cm diameter opening for filling, it can be used for solid substances in grain or powder form. To accommodate all types and forms of dangerous goods, and to provide solutions to the numerous needs of the shippers, the industry is determined to offer all kinds of packagings to meet market demands.
