(Can the Hazard Label be printed directly on the outer packaging?)
Q.
According to DGR 7.2.6.1 (a) all labels must be securely affixed or printed on the packaging so that they are readily visible and legible and not obscured by any part of or attachment to the packaging or by any other label or mark. Do all labels include Hazard Labels? Please advise us yor comments.  (30 Jun 21)

The answer is YES.

The term “all labels” include both the Hazard Labels and the Handling Labels. All such labels must be identical in specification, design, and size as illustrated in DGR 7.3 “Hazard Label Specifications” and DGR 7.4 “Hadling Labels.”.
