(A question on mixing CAO and PAX shipments in an APIO.)
Q.
There are two different dangerous substances in an APIO package.

Substance A is UN1088 Acetal, Net Qty 1L
Substance B is UN1089 Acetaldehyde, Net Qty 1L
Substance B is CAO and can only use PI361 CAO.

My question is which packing instruction should I use for Substance A on the DGD?
Should it be PI353 (PAX) or PI364 (CAO)? No matter which one I use, the Q value is less than 1. Please advise.  (30 Jun 21)

When you make an All Packed in One (APIO) package, you need to use packagings of the same group (level), i.e., if there is one CAO shipment, you need to use all CAO packagings; if you there is one PAX shipment, all others must also use PAX packagings; if you have one Limited Quantity (LQ) shipment, you must use all LQ packagings; and finally, if you have one Excepted Quantity (EQ) shipment, you must then use EQ packagings for all other shipments. Mixing of different group packagings, i.e.,EQ, LQ, PAX or CAO cannot be done. If you mix, the Q values will be incorrect and will be meaningless. As for your question, since UN1089 Acetaldehyde Net Qty 1L is CAO PI361, the other substance UN1088 Acetal must use CAO PI364. The packaging requirements of PI364 must be observed. You cannot use PI353 because you cannot mix CAO packaging and PAX packaging resulting to an incorrect Q value. Pease refer to DGR 5.0.2.11.

For your additional information, the calculated Q value of a CAO and PAX mxed APIO is (Q = PI353 1/5 + PI361 1/30 = 0.23) which is incorrect. The Q value of a corrected all CAO package shipment (Q = PI364 1/60 + PI361 1/30 = 0.05) is the correct Q value.
