PI965/PI968 carry an additional requirement which says: ?glithium batteries with a mass of 12 kg or greater and having a strong impact-resistant outer casing or assemblies of such batteries, May be transported when packed in strong outer packagings in protective enclosure. The packagings need not meet the requirements of Section 6 of these Regulations. The packagings must be approved by the appropriate authority of the State of origin. A copy of the document of approval must accompany the consignment.?h Does this mean that a certificate must be tendered with the shipment? (28 Feb 10)

Yes, it is as spelled out. Lithium batteries with a mass of 12 kg or greater must be packed as stated in PI965/PI968, and must accompany a copy of the certificate issued by the competent government authority. In Japan, this is the Ministry of Education & Science.
