(Question on how to handle a car covered by a protective cover.)

When handling an unpackaged automobile, the normal practice is to apply DG labels, etc. on the front windshield or on the dashboard. Sporadically, the unpackaged automobile is offered for carriage covered by a protective cover. Should we handle such shipment as an OVERPACK? Or, are we supposed to handle it as a packaged shipment and apply DG labels, etc. on the protective cover? We would appreciate your advice. (30 Apr 21)
A.
Automobiles with a protective cover is considered as a type of packaged shipment. All labels and information are to be affixed on the protective cover. The DG declaration must be made as 1 automobile X 1350 kg. PI950 alike in the case of an unpackaged car. The protective cover is not an Overpack.
