(Must UN3077 Environmentallyhazardous substance, solid, n.o.s. ★ PI 956 be packed in an IBC (Intermediate Bulk Containers) ?)
Q.
We desire to pack UN3077 Environmentally hazardous substace, solid, n.o.s. ★ PI 956 in an UN specification package and ship loaded on a Refrigerator Container (RKN) which have accumulated by transport of COVID-19 related pharaceuticals. We fail to understand the provisions of PI 956 whether we are obligated to use an IBC package. May we use a conventional UN specification package? Other airlines are saying there are certain conditions in the use of refrigerated containers. Kindly advise.  (30 Apr 21)
A.
As clearly defined in PI 956, UN3077 Environmentally hazardous substance, solid, n.o.s. ★ may be packed in an UN specification Combination packaging, or an UN specification Single packaging, both up to a maximum of 400 kg. If you are shipping more than 400 kg, you are to make multiple packages or have the choice of using an IBC (Intermediate Bulk Container) up to a maximum of 1,000 kg.

I am not aware of any condition in using a refrigerated container in loading shipments. I understand the refrigeration is not operating. If the shipment is heading for the USA or transitting USA, a Reportable Quantity declaration must be made per US State Variation USG-04 if the quantity exceeds the Reportable Quantity (RQ) criteria.
