No, you must use Roman numerals. ICAO/IATA specifies the use of Roman numerals. This is also true with PG I, PG II, and PG III. Radioactive material Category I-White, II-Yellow and III-Yellow are the same. The Japanese Aviation Code does not use the Section I and Section II format for PI 965 through PI 970. The Japanese Aviation Code uses PG 1, 2, and 3, but these are not to be used for international shipments. Japanese numerals are sometimes used for radioactive material but again this is for domestic use.
