(A question about shipping ID8000 Consumer commodity.)
Q.
For a shipment of perfume, since the inner packages are all less than 200mL, we intend to declare this shipment as ID8000 Consumer commodity. The total package count is 47 fibreboard boxes and the total gross weight is 299.7 kg G. We have multiple packages with the contents varying from 2.5 kg G to 10 kg G per package. We checked DGR PI Y963 and noticed in (k) 2. where it says: “For more than one package, either the actual gross weight of each package or as the average weight of the packages”. Is it permissible to declare ths shipment on the DGD as, ID8000, Consumer commodity, Class 9, 47 fibreboard boxes X 6.38 kg G, PI Y963 using the average weight of the 47 packages? Would the airline stop us on grounds that the weight doesn’t match? Furthermore, UN specification packages are used for this shipment. Do we still have to apply the Limited Quantity Mark? Kindly advise.  (31 Dec 20)

On the Declaration, please declare the shipment as ”47 fibreboard boxes X average gross weight per package 6.38 kg G”. On the packages, please declare only the Proper Shipping Name, i.e., ID8000 Consumer commodity. Indication of quantity is not needed as per the latter part of DGR 7.1.4.1 “General” (c) at the third bullet hole where quantity entry for Consumer Commodity is not required. If an airline would question that the weight is different, please point out the provision of PI 963 (k) 2.

Even if the outer packaging is UN specification packaging, the Limited Quantity Mark is needed on the packages. Please tape off the UN specification marking on the box to avoid misunderstandings which may cause unnecessary questioning resulting to unwanted delays.
