(A question on information on marking on UN packaging.)

I have a UN composite packaging with the following UN packaging marks:
UN in circle mark with:

6HA1/X1.4/250/20/J/HK/JPC

While we know “J” stands for “Japan” but what does “HK/JPC” stand for? Is it the manufacturer’s name? Kindly advise. (31 Dec 20)
A.
The UN composite packaging that you have is a Japanese product, tested by “HK” which stands for “Hakuyouhin Kyoukai” or “Research Institute of Marine Engineering” appearing in Appendix E. 2 “Packaging Testng Facilities” under “JAPAN”. “JPC” is probably the branch office of “HK” who actually performed the UN packaging qualification tests. The manufacturer’s name usually do not appear in the packagage mark for Japanese made packagings. All packages made in Japan are tested and certified by “HK” and are indicated by the party who performed the test.
