(A question on changes to the DGR 9.1.9 in the forthcoming 62nd Edition.)
Q.
In Section 9, DGR 9.1.9 there seems to be a change in the Safety Managementt System and Safety Risk Assessment for the year 2021 (62nd Edition). We are at a loss on what are required of us, airlines. We have checked but the scope is not clear. We appreciate your guidance. (30 Nov 20)

DGR 9.1.9 in the 61st Edition reads: “9.1.9 Conducting Safety Risk Assessments – Operators engaged in commercial air transport operations should include a safety risk assessment process for the transport of dangerous goods as part of their approved safety management system to comply with ICAO Annex 6 and Annex 19. This safety risk assessment should include appropriate information to result in implementation of safety measures that ensure the safe transport of dangerous goods including lithium batteries and cells as cargo.”

The new DGR 62nd Edition reads as follows: ”9.1.9 Conducting Safety Risk Assessments – Operator must include the transport of dangerous goods including lithium batteries and cells as cargo, in the scope of their; (a) safety management system (SMS) in accordance with ICAO Annex 19 – Safety Management, and (b) specific safety risk assessment on the transport of items in the cargo compartment in accordance with ICAO Annex 6 – Operation of Aircraft Part I – International Commercial Air Transport – Aeroplanes.

Notes: 1. Guidance on implementation of an SMS is contained in the ICAO Safety Management Manual (SMM) (Doc 9859); 2. Guidannce on the conduct of a safety risk assessment on the transport of items in the cargo compartment is contained in the ICAO Cargo Compartment Operational Safety Manual (Doc 10102) ”

As aforesaid, if your current SMS satisfies ICAO Annex 6 and 19, there is nothing to add. You may check with your Civil Aeronautics Board for assurance.
