(Question on the new PSN, Dangerous goods in articles (UN3363).)

Effective from 1 January 2021 with the 62nd Edition DGR, a new PSN, Dangerous goods in articles (UN3363) wil be introduced. Reading the Significant Changes on Page xxiii as well as the definitions in SP A107 and PI 962, we had the impression that the former two PSNs, Dangerous goods in apparatus and Dangerous goos in machinery, will both be superseded by the new PSN, Dangeous goods in articles. Instead we find all three PSNs listed in the DGR 4.2 List of Dangerous goods (the blue pages). Does it mean that the shipper may choose from the three PSNs as the case may fit? Then, what was the purpose of adding the new PSN? We are puzzled and would appreciate your guidance on the criteria for selecting the proper PSN.  (30 Nov 20)

I am given to understand that the initial proposal at the UN Subcommittee was to delete the existing two proper shipping names for UN 3363, Dangerous good in apparatus and Dangerous goods in machinery and just have the new proper shipping name, Dangerous goods in articles, but there were voices from the floor that costing the industry to have to change systems and procedures for no real safety benefit should be avoided. So, it was decided to just add the new proper shipping name. However, as you can see from the changes to SP A107 and to PI 962, the direction is to encourage shippers for transition to the new proper shipping name. The idea being that this aligns to the new “Artcles containing dangerous goods, n.o.s.” proper shipping names that were adopted in 2019.
