(Please guide us how to handle an Undeclared DG shipment found on arrival.)
Q.
A shipment which should have been handled and transported as Dangerous Goods was shipped undeclared, without issuance of a DGD and, without peoper labels and markings. The shipment was found upon arrival in Japan. How should we handle this irregularity? To where should we submit the non-compliance report? Kindly guide us the proper procedure.  (31 Jul 20)
A.
DGR 9.6.2 “Undeclared or Mis-Declared Dangerous Goods”, DGR 9.6.4 “Reporting of Dangerous Goods Occurences” and DGR 9.6.5 “Dangerous Goods Occurrence Report” explain the action you must take. Whoever discovered the non-compliance must notify the State of the operator and the State of origin with full details of the occurrence.

Note: Effective 1 January 2021 per revision by DGR 62nd Edition, reporting of Dangerous Goods Occurances to the State of Origin will no longer be required. Report only to the State of the Operator.
