(Question on UN 1862 Ethyl Crotonate.)

I have a question on UN 1862 Ethyl Crotonate. The manufacturer measured the flash point of the liquid substance which indicated 38.5℃. This indicates that the Ethyl Crotonate in question falls under Class 3 PG III. The DGR Section 4 do not show a PG III for UN 1862 Ethyl Crotonate. Only PG II is shown. Is it permissible to declare this substance as UN 1862 Ethyl Crotonate Class 3 Packing Group III ? If not, how should we declare this substance? Kindly advise.  (30 Jun 20)

UN 1862 Ethyl Crotonate is classified as Class 3 PG II. Applying some chemical process, and the flash point have changed to 38.5℃, the substance can not be shipped as UN 1862. This substance should be declared as UN 1993 Flammable liquid, n.o.s. (Ethyl Crotonate Solution) Class 3 PG III. Packing Instruction will be, for Limited Quantity PI Y344 Max 10L, for Passenger aircraft PI 355 Max 60L and for CAO PI 366 Max 220L. Furthermore, the carrier may question that UN 1862 should be PG II. Please have prepared a test certificate written in English by the manufacturer that the flash point was 38.5℃ and therefre the PG III designation.
