(How can we pack 2 spare lithium metal batteries together with lithum metal battery installed equipment (PI 970 Section II) ?)

When attempting to forward spare lithium metal batteries together with lithium metal battery installed equipment (UN 3091 Section II), we think there are two ways, e.g. Method ① Lithium metal battery installed equipment plus up to two spare lithium metal batteries (per PI 970) or, Method ② remove the lithium metal battery from the equipment and pack it together with up to 2 spare lithium metal batteres (per PI 969). Would Method ① be permissible? By observing the conditions of the Packing Instructions, Method ② appears permissible, whereas Method ① may have a problem and may not be permissible. Kindly guide us.  (30 Jun 20)

In the case of PI 969 Section II where the lithium metal battery is packed with the equipment, one set of batteries required to operate the equipment plus two sets of identical batteries may be shipped in the same package as spare. With PI 970 Section II where you are shipping an equipment with lithium metal battery already installed, there is no provision to accommodate spare lithium metal batteres. By removing the battery from the equipment, PI 969 (battery packed with equipment) will apply and you can pack 2 spare batteries. But, if the battery is installed in the equipment, there is no provision for spare batteries.
