In case of UN3480 Lithium ion batteries PI 965 Section II, they must be loaded on CAO and the State of Charge (SoC) must not exceed 30%, whereas in case of UN3481 Lithium ion batteries packed with equipment PI 966 Section II and also of UN3481 Lithium ion batteries contained in equipment PI 967 Section II, CAO loading is not mandatory and the shipment may be transported on passenger aircraft without the 30% SoC limitation. Why is the handling less restrictive?  (31 May 20)

When shipping UN3480 Lithium ion batteries by itself using PI 965, there are a number of lithium ion batteries packed together side by side in close proximity. When using PI 966 for UN3481 Lithium ion batteries packed with equipment or PI 967 for UN3481 Lithium ion batterie contained in equipment, unlike the case of PI 965, no lithium batteries are packed together in close proximity. Even if the lithium battery may start a thermal runaway, since there are no other batteries packed nearby, the possibility of an accident is remote. This is the reason why the rule is slackened
