Please define UN3171 Battery-powered vehicle. What UN number and PSN should be assigned to a vehicle powered by both a battery and liquid fuel? And, what UN number and PSN should be assigned to a vehicle powered only by lithium batteries. (31 Mar 20)

As quoted in SP A182 (“Equipment containing only lithium batteries must be classified as either UN 3091 or UN 3481.”) and also in the “Note” of PI 952 (“Note: As set out in Special Provision A182, equipment powered only by lithium batteries must be classified as either UN 3091, Lithium metal batteries contained in equipment, or UN 3481, Lithium ion batteries contained in equipment.”).

In PI 952, it specifies as follows: “This instruction applies to UN 3191 Battery-operated equipment and Battery-powered vehicle on passenger aircraft and Cargo Aircraft Only. This applies to vehicles and equipment that are powered by wet batteries or sodium batteries and to vehicles powered by lithium batteries and which are transported with these batteries installed. Examples of such vehicles and equipment are electrically powered cars, lawn mowers, wheelchairs and other mobility aids. Vehicles that also contain an internal combustion engine or fuel cell engines must be consigned under UN 3166. (See PI 950 or PI 951)”.

As conclusion, if the vehicle is powered by various type of batteries and also equipped with a combustion engine, it must be classified as UN 3171 Battery-powered vehicle, and when the vehicle is powered only by lithium batteries it must be transported as UN 3091 Lithium metal battery contained in equipment or UN 3481 Lithium ion battery contained in equipment.
