Consider a lithium battery powered electronic device containing lithium battery of more than 100 Wh but less than 160 Wh, with two spares. Assuming the passenger carries a device with one battery installed and also carries two spares, as permitted. The passenger decides to uninstall the battery from the device. Do we count the uninstalled battery as a loose (spare) battery?  (31 Jan 20)

Your example is too hypothetical and unrealistic. Who will have the battery removed from the PED? What for will he remove his battery? If the installed battery is removed from the device, it will be considered as another loose (spare) battery since the “protection” from being installed inside the device is removed and the battery is no longer isolated within the device.
