(A question on DGR 1.2.6 “Exemptions”. )

DGR 1.2.6 states in Notes: 1. that, for the purpose of exemptions, the “States concerned” are the States of origin, operator, transit, overflight and destination. Who is then responsible to secure these exemptions? If it is the shipper, then from whom the shipper may secure information on the states concerned other than that of the origin and destination?  (31 Jul 19)
A.
The shipper is responsible to apply for and secure the exemptions from all the states concerned. The shipper will get the information on the flight route from his forwarder, The forwarder and the operator may provide assistance however it is the responsibility of the shipper to acquire these exemptions.
