The Test Summary is required for the lithium cells and batteries themselves. Please refer to our website “TOPICS” column and open “2019 Lithium Batteries Guidance Document, Revision 1, Transport of Lithium Metal and Lithium Ion Batteries (Dec. 12, 2018)” and go to Part 4. on Page 20 where thereis a question asking “Does the Test Summary apply to equipment containing lithium cells and batteries?” and the Answer reads: “Yes, the Test Summary applies to cells and batteries irrespective of whether they are shipped alone or contained in equipment,” Thus, you only need to make a Test Summary for the cells and batteries. There is no need to make a Test Summary for the equipment or the device.
