(Question on UN3082 EHS, liquid, n.o.s. shipped as Limited Quantity.)

We are shipping UN3082 Environmentally hazardous substance, liquid, n.o.s. as Limited Quantity and have the following questions:

Quantity in inner packaging : 1 L
Inner packaging:Pouch enclosed in plastic case (ink cartridge)
Intermediate packaging:(cardboard box) containing 2 inner packagings
Outer packaging:(cardboard box) 6 inner or 6 L (3 intermediate packagings)

We think we can apply PI Y964. We think our inner packaging (pouch + plastic case) satisfies the plastic inner packaging shown in PI 964. Are our assumption correct?
Since the shipment is Limited Quantity, is the word “OVERPACK” needed on the outer cardboard box? Please guide us. (30 Jun 19)

I take that you are placing 1 L of UN3082 EHS, liquid, n.o.s. in a plastic inner packaging. Then you are packing 2 such inner packagings into a cardboard box (1 L X 2 inners = 2 L per intermediate packaging). You are then placing 3 intermediate packaging into one outer cardboard packaging (2 L X 3 intermediates = 6 L per outer packaging). You are shipping this as Limited Quantity using PI Y964.

(1) First of all, the quantity limit for plastic inner packaging according to PI Y964 is 5.0 L therefore there is no problem with the quantity. There is however a special requirement for UN3082 specified in PI Y964 which must be satisfied. This issue will be dealt later.
(2) Fibreboatd Box is approved for the outer packaging, and the quantity limit is 30 kg G which poses no problem.
(3) Lastly, I refer to the special requirement imposed on UN3082 as mentioned in (1) above where it says: “when the requirement of 5.0.2.9 do not apply”, meaning if the packagings used do not conform to the pressure differential requirement of 95 kPa, “the General Requirements of Subsections 2.7.5; 5.0.2 to 5.0.4 (with the exception of 5.0.2.3; 5.0.2.5; 5.0.2.11 and 5.0.2.14.2) must be met except that the packagings do not have to meet the marking and testing requirements of 6.0.4 and Subsection 6.3.

Packagings must meet the construction criteria specified in Subsections 6.1 and 6.2 and the test criteria specified in Subsection 6.6.” As for the marking of OVERPACK, since you are packing the plastic inner packagings into an intermediate carboard box which are placed into an outer cardboard box, you are not using any OVERPACK, and consequently there is no need to mark the word “OVERPACK”. If you place multiple outer packagings into a large container then you will need to mark that large container as an OVERPACK.
