(Question on Magnetized material.)
Q.
➀ My understanding is that I should follow PI953 for Magnetized material which quotes: “Magnetized material with field strengths causing a compass deflection of more tan 2 degrees at a distance of 2.1m but not more than 2 degrees at a distance of 4.6m are not subject to any other requirements in these Regulations when carried as cargo except for the following:”
In this case, no declaration is required but the shipper made one. May we accept the shipment?

➁ “Magnetized material with field strength sufficient to cause a compass deflection of more than 2 degrees at a distance of 4.6m may only be transported with the prior approval of the appropriate authorityof the State of Origin and the State of the operator.” Is it correct to follow the stipulations of PI 953 in this case.

➂ Is it correct to understand that Declaration is not required for magnetized material for which prior approval from the State is required. I had the impression that a Delaration will be required for those material for which prior approval was required but in Section 8 where a list of items for which DGD is not required, I find UN3807 Magnetized material. Please correct my understanding.


➃ Must UN2807 requiring prior government approval be shown on the NOTOC?  (31 May 19)

➀ For Magnetized material, follow DGR 3.9.2.2 (particularily 3.9.2.2.1) and PI953. Satisfy 3.9.2.2.1 and PI953, and enter the words ”Magnetized material” and the number of packages on the AWB. DG declaration is not required. If the shipper brings a declaration, it would just confuse the issue, so do not accept. However, in case the compass deflection is more than 2 degrees at a distance of 4.6m, then a prior approval must be obtained from the State of Origin and from the State of the operator, and a DG declaration is required.

➁ As stated immediately above, prior approval will be required from the State of Origin and from the State of the operator if the compass deflection is more than 2 degrees at a distance of 4.6m, DGR 3.9.2.2 and PI953 must be observed and a DG declaration is required.

➂ A DG declaration is reqired for shipments of magnetized material requiring prior State approvals. DGR 8.0.1.2 listing items for which a DG declaration is not required includes UN2807 Magnetized material (see Packing Instruction 953). The insertionof PI953 is directing your attention to material causing more than 2 degrees compass direction at a distance of 4.6m which requires a declaration..

➃ On DGR Table 9.1.A “Applicable Acceptance Procedures Summary (9.1.3.3)” UN2807 Magnetized material (not subject to an approval) is shown as “NO” (Not required) to be listed on the NOTOC. Those requiring prior government approval have a stronger magnetic field, consequently, they should be listed on the NOTOC as they are more liable to interfere with the aircraft system.
