(Question on the interpretation of a certain passage in DGR 6.0.4.1. )
Q.
I refer to a statement sandwiched in DGR 6.0.4.1 which I fail to understand the intent. The statement is an independent sentence located in the middle of the paragraph reading, “For packages with a gross weight exceeding 30 kg, the marks, or a duplicate thereof, must appear on the top or on the side of the package.” Kindly explain what does this mean. Why is 30 kg G used as a benchmark? What must we do? What is the purpose? Kindly clarify.  (30 Apr 19)
A.
The first part of DGR 6.0.4.1 states that a package which have been manufactured and tested in accordance with the UN specifications and tests must bear marks which are durable, legible and placed in a location and of such size relative to the package as to be readily visible.

Among the great number of packages, there could be a package where the UN specification package mark is placed on the bottom of a package. If the package is not heavy, the checker can inspect the bottom surface of the package and confirm the mark. If the package weighs more than 30 kg gross, it would be difficult to physically inspect the bottom surface of the package.

This is the reason why this statement is added. If the package exceeds 30 kg gross weight and the UN mark is placed at the bottom surface of the package, a “duplicate mark” must be shown on the top or on the side of the package for ease of the checker.
