(Is it true that only the DG license holder can make the Shipper’s Declaration? )

I am given to understand that the Shipper’s Declaration for Dangerous Goods can only be completed by the person who had gone through training and hold the DG handling licene. Since the Declaration is an official document to be sent out to the public, company rules state that such document can only be signed by responsible management staff who may not hold a DG license. Is this in line? (31 Mar 19)
A.
Shipper’s Declaration for Dangerous Goods must in all case, without exception, be made and completed by a trained DG handler holding a DG handling license, or produced under close supervision of the person holding a DG handling license. The person who signs the Declaration can be the DG license holder if he has such authority to represent the company, or signed by a management staff having the authority to place his/her signature on an outgoing official document.

The Regulation allows a forwarder or a third party to act on behalf of the shipper and carry out the shipper’s duties under contract. In such a case, the forwarder or the third party may, on behalf of the shipper, prepare, complete and sign the Declaration. If something goes wrong, the shipper may be held responsible on matters caused by the shipper.
