(Question on UN3316 Chemical Kit, First Aid Kit.)
Q.
In checking Chemical Kit in the blue pages, we see that the Passenger limit is 10 kg. According to PI 960, inner package limit is 250 mL, and the total of such inner package is limited to 1.0 L per one kit, and finally the outer package limit is 10 kg. My understanding was the small bottles inside the kit were considered as the inner packages and the First Aid Kit Box itself was the outer package. Must we pack the kits into an outer packaging?  (28 Feb 19)
A.
When air transporting UN3316 Chemical Kit or First Aid Kit by using UN specification packagings, PI 960 applies, and when transporting as Limited Quantity, PI Y960 will apply.

The limits of the inner packagings and the kits are explained below.

For liquids, the limit of inner packaging is 250 mL, and the quantity limit of one kit is 1.0L which means you can have 4 small 250mL bottles in one kit.
For solids, the limit of inner package is 250g, and the quantity limit of one kit is 1.0kg. You can have 4 small 250g inner packages in one kit.
UN specification PI 960 outer packaging can have 10 kg (i.e. 10 kits) . For an LQ package, PI Y960 you can have 1.0 kg (i.e. 1 kit) in the outer packaging.

Please consider the kit as intermediate packaging. The inner packagings are the small bottles. Several small bottles are contained in the kit. And a number of kits go into a UN specification outer packaging. It will be costly if you have your kit boxes certified as UN specification packagings.
