(Question on 60th Edition revision to DGR 3.4.1.4.1.3 Polymerizing substances.)
Q.
If polymerizing substances start dangerous polymerization at temperatures below 50℃, temperature control must be done. Substances meeting the criteria of a polymerizing substance and also for inclusion in Classes 1 to 8 must be stabilized per Special Provision A209. If the polymerizing substance do not have the characteristics of Classes 1 to 8, does it mean that if stabilization and temperature control are done, it can be forwarded by air? Kindly advise.  (28 Feb 19)

The main paragraph of DGR 3.4.1.4.1.3 written in regard to poymerizing substances has not been revised per the 60th Edition DGR.

Polymerizing substances are subject to temperature control in transport if their self-accelerating polymerization trmperature (SAPT) is 50℃ or less in the packaging in which the substance is to be transported. There is no change in this part. The change is the new Note which has been added. It reads: “Substances meeting the criteria of a polymerizing substance and also for inclusion in Classes 1 to 8 are subject to the requirements of Special Provision A209.” If stabilization cannot be maintained at or below 50℃, temperature control is required and the substance is forbidden for air transport.

The insertion of the Note alerts that for substances which have Class 1 to Class 8 characteristics may be forbidden for air transport.
