(Question on Self-inflating Life Jacket (DGR 2.3.4.2))

Per Tale 2.3.A – Self-inflating Safety Device (Life-Jackets) (DGR 2.3.4.2),
a) One (1) device per passenger is permitted with up to two (2) spare catridges.
b) a group of 40 passengers with everyone carrying one (1) device and two (2) spare cartridges each (Total: 40 devices and 80 cartridges). Would you accept them?
c) For ease of handling, the passengers want to pack them into one box and check-in,
d) can the items be packed together for transport? (28 Feb 19)

This is a very odd situation. It would not happen in a real life scenario.
However, if it does happen, situations a) and b) are permissible, but some airlines may decide not to accept the 40-passenger group in b).

Situation c) and d) are, however, not permissible. Reference is made to DGR 2.3.0.2 where items of the baggage are defined as articles for personal use. If they would be handled together or packd together, it would disturb the definition of being for personal use.
