Can a passenger carry as baggage, spare or loose lithium batteries without the device? Or, is he obligated to have the device with him for carrying the spare or loose batteries (31 Jan 19)
A.
Carriage of Table 2.3.A Lithium Batteries, spare/loose stems from DGR 2.3.3.2 “Spare Lithium Batteries” and although very unusual, the rule does not preclude carriage of batteries without the device. I think such unusual carriage would not happen often but a case where one person may be carrying the device as baggage, and his partner could be carrying the spare battery.
