(Question on DGD for Prototype battery per UN3480 SP A88.)

I have a question on issuing DGD for UN3480 Lithium ion batteries SP A88 (Prototype battery). I issued DGD with Packing Instruction 965. The airline says Packing Instruction column should show 910. Please guide me which is correct.  (31 Jan 19)

As SP A88 says, these prototype cells or batteries “may be transported aboard cargo aircraft if approved by the appropriate authority of the State of origin and the requirements in Packing Instruction 910 of the Supplement to the Technical Instructions are met”. Packing Instruction 910 is not a Packing Instruction of the IATA DGR. Packing Instruction 910 appears in the Supplement of the ICAO Technical Instructions. Therefore, when forwarding prototype lithium batteries, PI 965 will no longer apply and you must satisfy the requirements of PI 910 of the Supplement to the ICAO Technical Instructions. The authority issuing the detailed approval should include a copy of PI 910 with the approval for ease with the acceptance check. The Packing Inst. column of the DGD must indicate “910” and the Authorization column of the DGD must show “SP A88”.
