(Question on Marking of Lithium Metal Battery Section II package.)
Q.
For Section IA and IB, marking/labeling of Proper Shipping Name, UN number, UN Specification Marking (for IA only), net quantity, names and addresses of shipper and consignee are required, but for Section II, are these markings/labels prohibited? DGR indicates the requirement of these markings/labels for Sections IA and IB but does not indicate marking requirements for Sectio II packages. Please give guidance. (28 Dec 18)
A.
To start, regardless of whether Section IA, IB or II, any package must bear certain markings as stipulated in DGR 7.1.4.1. (a) UN number and Proper Shipping Name (PSN); (b) Full address of shipper and consignee including house number and building name, as applicable; and (c) Net Quantity. These information must be marked on one single surface near the marking of PSN and UN number. These information may be in the form of a label.
Guidance of the labels will follow. As much as feasible, labels are to be affixed on the same surface near the marking of UN number and PSN. If markings and labels appear on different surfaces of the package, such will hinder smooth handling.

Next, to transport Lithium Metal Batteries alone, carriage by passenger aircraft is forbidden, therefore, all packages of Sections IA, IB and II must be carried by cargo aircraft and require the Cargo Aircraft Only (CAO) label shown in DGR 7.4.2 Figure 7.4.B. without exception.

Next, for Section IA, UN Specification Packagings are mandatory. Therefore such outer packaging must carry the UN Specification Package mark. This mark is affixed by the manufacturer of the packagings after undergoing a UN test of the packagings. It is, however, the responsibility of the shipper to confirm that the outer packaging carries this UN Specification Mark. There is no UN Specification Package requirement for Sections IB and II, so consequently, packages for Section IB and II do not need a UN Specification Mark.

Other than the aforementioned requirements, Section IA package must bear the Class 9 Hazard Label with the image of lithium batteries (DGR 7.3.18.2 Figure 7.3.X). Class 9 Hazard Label without the lithium battery image (DGR 7.3.18.1 Figure 7.3.W) must not be used for lithium battery packages effective 1 January 2019.

Next, for packages of Section IB, in addition to the CAO label (Figure 7.4.B) and Class 9 Hazard label special for lithium batteries (Figure 7.3.X), affixing of the Lithium Battery Mark (Figure 7.1.C) is required. DGR 7.1.5.5.1 spells out when this Lithium Battery Mark is needed. DGR 7.1.5.5.2 gives guidance on how to indicate the contents of the package on the label.
Lastly, for Setion II packages, in addition to the CAO label (Figure 7.4.B), affixing of the Lithium Battery Mark (Figure 7.1.C) is required.

Since airlines are very sensitive with lithium battery shipments, it is required that shippers pay keen attention to strict adhereance to all the rules for a safe lithum battery carriage.
