(Interpretation of “for personal use” now defining passenger baggage.)

DGR 60th Edition now carries in 2.3.0.1 that items listd in 2.3.2 through 2.3.5 which are
permitted for carriage in passenger’ baggage are to be items “for personal use”. Please
define which case would be considered as “for personal use” taking the below example
for cosmetics.
(1) Cosmetics regularly used by passenger (unopened)
(2) Cosmetics regularly used by passenger (opened)
(3) Cosmetics purchased by passenger as gifts (reasonable quantity)
(4) Cosmetics carried by professional make-up artist
(5) Sample cosmetics for business (to be given to customers)
(6) Sample cosmetics for business (for demonstration only – to be taken back)
Which of these cases may be considered as being “for personal use” ?  (30 Nov 18)

The contents of a passenger baggage are “for his/her personal use”. This has been so ever since the beginning. Since there were passengers who were carrying a great amount of merchandise for resale as their baggage which caused the need to alert that passenger baggage should not contain merchandise for resale but basically confined to items “for personal use”.

Item indicated in (1) through (3) are undoubtedly defined as “for personal use”. Items under (4)is touchy but most carriers will take it as “personal property”. Only a few airlines may be questionable. Items under (5) and (6) are cearly not “for personal use” but if the quantity is only one or two pieces, they may take as baggage. From the definition of “for personal use”, these can not be defined as being “for personal use”.
