(A question on SP A98 in conjunction with UN 1950 Aerosol, non-flammable Div. 2.2)

We have a question on the interpretation of SP A98 in referedce with UN 1950 Aerosol, non-flammable Div. 2.2. The first paragraph of SP A98 reads as follows:

“Aerosols, gas cartridges and receptacles, small, containing gas with a capacity not exceeding 50 mL, containing no constituents subject to these regulations other than a Division 2.2 gas, are not subject to these regulations when carried as cargo unless their release could cause extreme annoyance or discomfort to crew members so as to prevent the correct performance duties.”

We are seeking interpretation of the term “constituents” mentioned in the above paragraph. Take an example with a “mist merchandise” in a 50mL aerosol dispenser.
The gas is Nitrogen or Carbon dioxide (Division 2.2)
Constituents are:
a) Flammable liquid (unable to measure flash point)
b) Liquid that has no hazardous properties
c) Liquid contains a very tiny quantity of Methanol not flammable)
Can this substance be eligible for SP A98? (30 Nov 18)

As long as the constituents are not subject to the regulations, SP A98 may be applied. The constituents described in the question are all not subject to the regulations and therefore SP A98 can be applied.
