(Question on entry of technical name replacing the star symbol.)

I have two Declarations in front of me. One says: UN 1987 Alcohols, n.o.s. (Methanol), Class 3, PG III, and the other says: UN 3175 Solids containing flammable liquid, n.o.s. (Acetonitrile), Div. 4.1, PG II. Can a PSN which is listed in DGR 4.2 be used as a Technical Name without adding qualifying words such as mixture or solution? Section 8.1.3.3 states when 2 or more substances listed or notlisted are there, the qualifying words such as “mixture” oe “solution” should be added. Please clarify. (30 Nov 18)

The UN1987 Alcohols, n.o.s. (Methanol) desirably should have been shown as (Methanol mixture) as if it was pure Methanol, it must have been declared as UN1230 Methanol, Class 3 (6.1), PG II. The 6.1 hazard must have been diluted because of the mxture. The omission of the term “mixture” or “solution” is considered as a mior eror not subjected to a refusal.

The UN3175 Solids containing flammable liquid, n.o.s. ★ containing UN1648 Acetonitrile, Class 3 is also acceptable as the liquid Acetonitrile may simply be mixed physically with the solid without being chemically compounded.
