(Question on shipping a mixture of chemicals as waste material.)
Q.
We intend to ship a mxture of UN2030 Hydrazine, aqueous solution PG II, UN1249 Methyl propyl ketone PG II and UN1090 Acetone PG II as waste material. What PSN should we assign? Referring to the precedence described in Table 3.10.A, we selected “UN3286 Flammable liquid, toxic, corrosive, n.o.s. ★”. Is our election correct? Please give us your guidance.  (30 Nov 18)
A.
The constituents of the mixture are:
UN2030 Hydrazine, aqueous solution Class 8 (6.1) PG II,
UN1249 Methyl propyl ketone Class 3 PG II, and
UN1090 Acetone Class 3 PG II.
According to Table 3.10.A, with a mixture of Class 3 PG II and Class 8 (liquid) PG II, the primary hazard is Class 3 with a sub hazard of Class 8, and the PG is PG II. Consequently, your choice of “UN3286 Flammable liquid, toxic,, corrosive, n.o.s.★ PG II” is correct. Since the material is a waste, you need to put the word “Waste” at the front of the PSN. In place of the ★, you will indicate in brackets (Hydrazine, ketone & Acetone mixture).
