(A shipper wishes to apply the De Minimis quantities for his shipment.)

A shipper has a shipment of 100 sensor units, each containing no more than 1 mL of Electrolyte and wishes to apply the De Minimis Quantities rule (DGR 2.6.10), The total quantity of electrolytes per outer package is not more than 100 mL. The chemical substance of the electrolyte is UN1814 Potassium hydroxide solution Class 8 PG II. Please advise whether this can be transported under the De Minimis Quantities rule (DGR 2.6.10)  (30 Sep 18)

Whether the substance may be accepted non-regulated as De Minimis Quantities or not depends whether the conditions stipulated in DGR 2.6.10 are met. By checking the composition of the electrolyte, we find that the predominant item is “UN1814 Potassium hydroxide solution”. The shipper claims the PG is II. By checking the blue pages, we find out that the EQ code for UN1814 PG II is E2. If the substance carries an E3 EQ Code, these are not eligible for De Minimis rules.

DGR 2.6.10.1 stipulates the entire condition. The quantity limits in (a) and (d) are satisfied.

Thence you can satisfy (b) and (c) both of which are pertaining to physical fitness. Intermediate packaging is not needed if the inner package with sufficient cushioning material is securely placed in the outer packaging preventing movement. The completed package must pass the required tests. It can thence be shipped non-regulated as “De Minimis Quantity”.
