(Question on Lithium batteries under PI 970 Section II.)
Q.
There are 2 questions.

(1) Shipment under PI 970 Section II where Lithium Battery Mark is required must be treated as dangerous goods. Am I correct?

(2) If the shipment only contains button cells, thence the Lithium Battery Mark is not required and the shipment will be treated as Not Restricted cargo. I do not know whether Japan has a “No Carry Operator” system, but will such operator be able to carry such cargo? Kindly advise.  (31 Aug 18)
A.
First of all, there is no international “No Carry Operator” in Japan. JAL and ANA are the only two carriers that operate international flights and follow the IATA DGR.

Question 1
Shipment under PI 970 Section II requiring Lithium Battery Mark is treated as dangerous goods. Per PI 970 Section II, “Any person preparing or offering cells or batteries for transport must receive adequate instruction on these requirements commensurate with their responsibilities. Information on adequate instructions can be found in subsection 1.6.” Therefore these are handled as dangerous goods.

Question 2
Equipment containing button cell only do not need Lithium Battery Mark and is treated as general cargo. To best of my knowledge, JAL and ANA accept this shipment as general cargo. All other LCCs only fly domestic flights and only follow domestic regulations. There is no international “No Carry Operator” in Japan. Please inquire the other LCCs of other countries whether they would accept carriage of such cargo since the airline has the final decision.
