(A question on preparing the Dangerous Goods Declaration for explosives.)
Q.
We had a shipment of explosives and prepared the Declaration as shown below.
UN0301 Ammunition, tear producing, 1.4G (6.1, 8)
48 fibreboard box X 12 kg (NEQ 0.08 kg/box)
130
Overpack used X 4, #1 ~ #4
Total Net Quantity per Overpack 576 kg

The airline said that we must declare the total quantity of NEQ of the explosives just alike the total net quantity.
DGR 8.1.6.9.2 (i) requires NEQ to be supplemented for “per package” only.
There is no NEQ requirement for the overpack. Please advise. (31 Jul 18)

The DGR says NEQ is required per package, but there is nothing wrong in indicating the total NEQ for an overpack. In fact, it is even better. The principle of applying markings on the overpack is to duplicate all the information written on the packages inside the overpack. If the operator requires NEQ of the overpack, such request is not to be refused but should be followed. As stipulated in DGR 1.2.4 Scope (b) an operator may impose requirements over and above the standard requirements contained in the DGR.
