According to DGR 3.4.1.2.4, self-reactive substances permitted for transport in packages are listed in Appendix C. 1. If it is not listed in C. 1. , assignment to a generic entry must be made by the appropriate authority of the State in which the dangerous goods were manufactured on the basis of a test report. In Appendix C. 1, there is no UN 3230 listed. Does this mean all of the UN 3230 need to have a permit from the State? (30 Jun 18)

Yes, DGR 3.4.1.2.4.1 spells out the procedure to classify substances not listed in Appendix C. 1. UN 3230 is not listed in C. 1. Therefore the substance will be subjected to the classification procedure shown in DGR 3,4,1,2,4,1 for non-listed substances and may likely be concluded and assigned to UN 3230.
