(A car UN3171 was tendered contained in a steel container. Please clarify how to handle.)
Q.
A shipper tendered a Battery-powered vehicle UN3171 contained in a 20-ft steel container. Please advise whether all the marks and labels, i.e., Class 9 hazard label and all other DG related marks need to be shown on the container. I regard the steel container as an overpack and make the DGD as “1 automobile X 1,500 kg” and “Overpack used”. Please advise.  (30 Jun 18)
A.
If the container belongs to the shipper and the vehicle is loaded in the container by the shipper, the air freight charge is calculated for the gross weight of the vehicle plus the weight of the steel container, thence the container is an overpack. The DGD must be made as “1 automobile X 1,500 kg” and indicate “Overpack used”. The container must bear all the necessary marks and labels.
